
Cross Yarra Partnership (CYP) is the private sector partner in the public-private partnership (PPP) with the Victorian Government. CYP is responsible for the finance, design, construction and maintenance of the twin tunnels and five new stations, and for managing commercial opportunities within those stations.
CYP is responsible for managing all station commercial activities- including station advertising, up to 30 retail shops, vending machines and brand activations ensuring these spaces are vibrant, accessible and provide convenience and comfort for commuters and visitors.
The consortium brings together significant experience in infrastructure delivery, ownership and management of major Australian PPP assets and comprises Capella Capital, John Holland, Bouygues and John Laing.
As the asset manager for the tunnels and five stations over a 23-year period, CYP is committed to keeping these assets safe, well maintained, and fully operational. We work in close partnership with John Holland, who provides specialist maintenance services across the tunnels and stations.

In 2017, the Victorian Government entered an availability-based public private partnership (PPP) with Cross Yarra Partnership (CYP) to deliver the Metro Tunnel project.
Under this agreement CYP appointed subcontractors for the design and construction comprising John Holland, Lendlease and Bouygues Construction (CYP D&C). Additionally, John Holland was appointed as the maintenance subcontractor over the 23-year period.
The design and construction team (CYP D&C) were responsible for delivering twin 9km rail tunnels beneath Melbourne’s CBD as well as five news underground stations.
The designs for the five Metro Tunnel stations were developed through an international collaboration between Australian architects Hassell and London-based firms Weston Williamson and Partners and Rogers Stirk Harbour and Partners (RSHP).
Over the next 23 years John Holland will provide maintenance services for the twin tunnels and five stations which includes cleaning, maintaining vertical transport and tunnel maintenance.
