Our Story

Cross Yarra Partnership (CYP) is the private sector partner in the public-private partnership (PPP) with the Victorian Government. CYP is responsible for the finance, design, construction and maintenance of the twin tunnels and five new stations, and for managing commercial opportunities within those stations.

CYP is responsible for managing all station commercial activities- including station advertising, up to 30 retail shops, vending machines and brand activations ensuring these spaces are vibrant, accessible and provide convenience and comfort for commuters and visitors.

The consortium brings together significant experience in infrastructure delivery, ownership and management of major Australian PPP assets and comprises Capella Capital, John Holland, Bouygues and John Laing.

As the asset manager for the tunnels and five stations over a 23-year period, CYP is committed to keeping these assets safe, well maintained, and fully operational. We work in close partnership with John Holland, who provides specialist maintenance services across the tunnels and stations.

Metro Tunnel and PPP overview

In 2017, the Victorian Government entered an availability-based public private partnership (PPP) with Cross Yarra Partnership (CYP) to deliver the Metro Tunnel project.

Under this agreement CYP appointed subcontractors for the design and construction comprising John Holland, Lendlease and Bouygues Construction (CYP D&C). Additionally, John Holland was appointed as the maintenance subcontractor over the 23-year period.

The design and construction team (CYP D&C) were responsible for delivering twin 9km rail tunnels beneath Melbourne’s CBD as well as five news underground stations.

The designs for the five Metro Tunnel stations were developed through an international collaboration between Australian architects Hassell and London-based firms Weston Williamson and Partners and Rogers Stirk Harbour and Partners (RSHP).

Maintenance Subcontractor

Over the next 23 years John Holland will provide maintenance services for the twin tunnels and five stations which includes cleaning, maintaining vertical transport and tunnel maintenance.

Sustainability

Leading Sustainability Certifications

The Green Building Council of Australia and the Infrastructure Sustainability Council are in the process of independently verifying the Metro Tunnel Project (Tunnels and Station Package). The project is targeting the following ratings:

  • A ‘Leading’ Infrastructure Sustainability certified rating (Design and As Built v1.2)
  • 6 Star Green Star certified ratings for each station:
    • Arden Station
    • Parkville Station
    • Anzac Station
    • State Library Station
    • Town Hall Station

These ratings acknowledge the industry-leading sustainability initiatives embedded into the design and construction of the project.

Focus on carbon

Energy related carbon emissions are more than 40% lower thanks to energy efficient station and tunnel designs. Features include:

  • Over 300 solar PV modules on the roof of Arden Station
  • Regenerative brakes on all escalators, capturing energy for re-use
  • Energy efficient LEDs throughout
  • Platform screen doors to improve station comfort

Integrated water efficiency

Water sensitive initiatives are also embedded into the stations:

  • Stormwater is harvested from the streets surrounding Town Hall, Parkville, and State Library Stations, treated, and then reused inside the stations to flush toilets and urinals.
  • At Anzac and Aden Stations, rainwater falling on the stations roofs is harvested and reused inside the buildings.
  • Water efficient toilets, urinals and taps save over 3.5 million litres of water each year.
  • Drought resistant and water sensitive plants that have been selected to thrive in a changing climate feature throughout the landscaped areas.
